Tom O’Carroll — Paedophilia: The Radical Case

It is arguable that the 'radical' case presented here is not so radical at all. There are elements of our case on which PIE and myself no longer stand alone, and cannot easily be dismissed as a libertarian 'lunatic fringe': the recent report of the National Council for One Parent Families, Pregnant at School, has called for the abolition of the age of consent, for reasons which are completely in line with those advanced in relation to sex education, contraception and pregnancy in this hook, and there are other, equally 'respectable', bodies that now support the abolition, or lowering, of the age of consent. In the Netherlands, as readers unfamiliar with developments in Europe will discover in the coming pages, even major church organisations and political parties are coming to the conclusion that the laws designed to 'protect' children from sexual experiences actually do them more harm than good.

Fifty percent of all marriages are estimated to suffer from some form of sexual dysfunction. Sex clinics are manifesting an unprecedented expansion. Training programs for therapists are full, and couples who need treatment are placed on long waiting lists. Those who request aid are but a tiny fraction of those who could benefit. Some who request treatment cannot be helped.

How can we prevent this misery? The only possible prevention lies in the development of a positive, enthusiastic approach to children's sexuality. The roots of all dysfunctions extend back to early childhood, and even in the first year of their lives, we shape our children's capacity for pleasure. The sex drive is singularly vulnerable. It can be diverted, elaborated, constricted, or squelched. We need to understand and nourish the wellsprings of eroticism.

I believe that an advance in our knowledge of the sexual life of the child will indirectly enrich our knowledge also of the sexual life of the adult. In order to understand the sexual life, the gradual development of that life must be recognised, and for this purpose it is essential that we should study the sexual life of the child.

It is, hardly open to question that erroneous legal decisions and the unjust condemnation of reputed criminals can only be avoided by giving our judicial authorities the opportunity of obtaining sound knowledge concerning the sexual life of children in all its modes of manifestation. By all these considerations I have been induced to study the problem of the sexuality of children from the most widely different points of view.

My material does not consist only of the reports of patients. In addition, in order to avoid a one-sided dependence upon pathological considerations, I have accepted with greater confidence the reports concerning the sexual life of children which I have received from healthy individuals, both men and women.

Peter Bardaglio: White Girlhood, Rape, and the Courts in the Postbellum South

The tragic tangle of race, gender, and sex in the South after the Civil War afflicted not only adults but also children. The prosecutions of sexual assaults against white girls, in particular, illustrate the corrosive effects of this tangle. Like lynchings, the ways in which southern state courts between 1865 and 1900 handled such prosecutions can be read as a cultural text, revealing, in the words of Jacquelyn Dowd Hall, "a story [whites] told themselves about the social arrangements and psychological strivings that lay beneath the surface of everyday life."1 In this narrative, although the courts found themselves confronted with disturbing evidence that many white fathers and stepfathers sexually abused the young females under their charge, southern judges viewed the black rapist as the primary threat to the innocence and purity of white girlhood.

Olivia Lambert — The Conception of Childhood: An Historical Psychological Analysis

This paper traces the social, legal, and historical development of the concept of childhood. Out of necessity, I will focus solely on childhood in the western tradition, but cross-cultural studies (see Ross & Ross, 1990) show that different notions of childhood exist in different ethnic groups and thus childhood is a social construction in cultures other than our English-North American hegemony. Our story starts in Europe (specifically England) and eventually crosses the Atlantic to discuss the shifts in the conception of the status of the child in Canada. I will touch on child labour, the child welfare movement, and juvenile delinquency in Canada in the eighteenth and nineteenth centuries as indicative of these shifts in attitude. I will conclude with a discussion of the child in modern psychology.
